A lot of Portland-area properties can’t support a standard septic system. High water tables from Oregon’s wet climate, small lot sizes, poor soil permeability, proximity to wells or rivers, and challenging terrain in places like Estacada, Sandy, and Columbia County β these conditions require a different approach.

Why Your Property May Require an ATT System
Oregon DEQ requires ATT systems in specific site conditions. These are not rare situations β a large number of properties across Clackamas, Columbia, and Yamhill counties fall into one or more of these categories:
High Water Table
Oregon’s rainfall creates seasonally high water tables across much of the Portland metro region. A standard drain field needs adequate separation from the water table. When that separation doesn’t exist, an ATT system is required.
Poor or Limited Soil Conditions
Some soils don’t provide adequate filtration of septic effluent. Tight clay soils β common in parts of Clackamas and Yamhill counties β can’t accept standard drain field loading rates.
Small Lot Size
A standard septic system requires significant space for the drain field plus required setbacks. Smaller rural parcels that don’t have that space require an ATT approach that can work in a tighter footprint.
Proximity to Wells or Water Bodies
Oregon DEQ requires greater separation distances between septic systems and drinking water sources. On properties near rivers, streams, or private wells, ATT systems allow compliant installation where conventional systems cannot.
Oregon’s Two ATT Treatment Standards
Oregon Administrative Rules (OAR Chapter 340, Division 71) classify ATT systems into two treatment standards. Which one your property requires is determined by a certified site evaluation.
Treatment Standard 1 (TS1)
Provides additional treatment above conventional septic. Effluent still contains some bacteria, requiring more separation from the water table. Used in moderately constrained sites.
Treatment Standard 2 (TS2)
Higher-level treatment including disinfection and demonstrated nitrogen reduction. Allows smaller separation distances from the water table. Used on more sensitive or constrained sites. More complex and typically costlier to install and maintain.

ATT Maintenance: What Oregon Law Requires
This is where ATT systems catch most homeowners off guard. Unlike a standard septic tank where you pump every few years and that’s it, ATT systems have mandatory ongoing maintenance requirements. Ignoring them creates compliance risk and operational failure.
Operation & Maintenance (O&M) Service Contract
Oregon law requires all ATT system owners to maintain an O&M service contract with a DEQ-certified provider. Lil’ Stinky provides O&M contracts for ATT systems across all six counties we serve. The contract covers scheduled inspections, mechanical component checks, and the documentation required for annual reporting.
Annual DEQ Reporting
Oregon requires ATT system owners to submit an annual report to DEQ or their local county authority confirming the system has been inspected and is operating correctly. County fees vary. Regular Pumping
ATT systems still have a primary treatment tank that accumulates sludge. Pumping is typically required every one to three years depending on household size and system configuration β often more frequently than a conventional system. Failure to pump allows solids to migrate into the ATT unit itself, damaging expensive mechanical components.
Mechanical Component Service
Blowers, pumps, alarms, timers, and distribution valves don’t exist in conventional systems β but they’re standard in ATT systems and they fail. A blower failure or pump failure can allow the system to operate outside its treatment parameters without any visible sign. Scheduled service catches these before they become failures.

Most ATT systems have an alarm β typically a light and audible alert β that activates when something is outside normal operating parameters. Pump failure, stuck float switch, blower malfunction, dosing timer issue. The alarm doesn’t necessarily mean sewage is backing into your home, but it means the system is not treating wastewater correctly.
